ABOUT SHERI

HAUGEN-HOFFART

A LIFELONG NORTH DAKOTAN

Sheri Haugen-Hoffart was born and raised in Rugby, North Dakota, where faith, family, and hard work shaped her values. She is proud to carry forward her family's heritage as a third-generation owner of homesteaded land. Today, Sheri and her husband Richard live in Bismarck, where they enjoy traveling, spending time on the lake, and volunteering in the community.

Sheri is passionate about working with military groups on several different issues, including raising awareness about PTSD and the stigmas surrounding it, caring for disabled veterans, and participating in Wreaths Across America.  

 

DEDICATED TO PUBLIC SERVICE​​

Sheri's career reflects decades of service and leadership across North Dakota. Before joining the Public Service Commission, she served as: 

  • Deputy State Treasurer

  • Director of Education at the North Dakota Securities Department

  • Human Resource Manager at the Office of the State Tax Commissioner

  • Emergency Service Director for the American Red Cross (Burleigh-Morton Chapter)

She was elected to the board of Capital Electric Cooperative in 2010 and became the first woman Chair of both Capital Electric and Central Power Electric Cooperative. In these roles, she championed fiscal responsibility and consumer accountability, ensuring that rural communities received affordable and reliable service.

​

ON THE PUBLIC SERVICE COMMISSION

​Appointed by Governor Doug Burgum in 2022 and confirmed by voters the same year, Sheri brings her conservative values to the Commission every day. Her portfolio includes:

​

  • Economic regulation of electricity

  • Pipeline safety and enforcement

  • Wind & solar reclamation

  • Weights & measures

  • Consumer affairs

  • Cybersecurity for critical infrastructure

​

Sheri is nationally recognized for her leadership in energy security and cybersecurity, serving as a member of the DOE-NARUC Cyber Baselines Steering Committee and helping develop national standards to safeguard America's power grid. In 2024, she received the NARUC Barnich Award for International Work, honoring her efforts to promote cooperation and regulatory excellence. She is also Chair of the Upper Great Plains Transportation Institute's  Advisory Council.​

From the cooperative boardroom to the state capitol, Sheri has stood for:

Sheri lives in Bismarck with her husband Richard. Together they enjoy traveling, spending time on the lake, and volunteering in the community.
